Take a headlight: the E-mark on its housing gives the issuing country code, the applicable regulation and the approval number, and that number can be checked against the published ECE regulation. Test documentation is supplied on request. An E-mark cannot be applied to a lamp that does not hold the approval; it belongs to the product and to the manufacturer holding it.
